Formation:

[Statement A]。というのは、[Statement B]。

Examples:

彼は非常に疲れています。というのは、昨夜、車で遠くまで行ってきたためです。
Kare wa hijou ni tsukareteimasu. to iu no wa, sakuya, kuruma de tooku made itte kita tame desu.
He is very tired. That is to say, because he went far by car last night.
このレストランはおすすめです。というのは、料理が美味しいし、雰囲気もいいからです。
Kono resutoran wa osusume desu. to iu no wa, ryouri ga oishii shi, fun'iki mo ii kara desu.
I recommend this restaurant. That is to say, because the food is delicious and the atmosphere is nice.
試験に落ちた。というのは、十分に勉強しなかったからです。
Shiken ni ochita. to iu no wa, juubun ni benkyou shinakatta kara desu.
I failed the exam. In other words, because I didn't study enough.
彼女は独特な趣味がある。というのは、昆虫収集だ。
Kanojo wa dokutoku na shumi ga aru. to iu no wa, konchuu shuushuu da.
She has a unique hobby. Namely, insect collecting.
